On the medium-term, the financial burdens will lead to generating large financial surplus which benefit central public treasury and also different governments public treasury with self-investment capabilities that would gradually change it to integrated independent economic units. Every government is characterized with natural potentials and different resources providing the needed investments to restore success investment for achieving more success. (Available in Arabic \u2013 German in PDF)<br \/>\nThe article highlighted that by applying decentralization with both administrative and economic concepts, it will develop governments and municipals. The municipals work within the framework of developing its communities by its own developmental ideas according to the statement \u201cevery man knows his own business best\u201d to achieve growing investment hasn\u2019t achieved before which is fair distribution of wealth and job opportunities, and to establish fair community under equal opportunities we all witness.
